It’s not about people who cycle now; they already cycle. The reason only few people are prepared to cycle is precisely because we don’t have decent protected cycle infrastructure. This is about the large percentage of people who who would like to cycle but are too afraid of sharing roads with aggressive and careless drivers of motor vehicles.
There is plenty of evidence that a significant number of people would like to cycle but are too afraid to do so without protected infrastructure. The Sustrans Bike Life survey 2019 shows that 77% of Greater Manchester residents think that more cycle tracks along roads physically separated from traffic and pedestrians would be useful to help them cycle more.
